The electoral calendar thus seems to speed up. After the announcement of the official results of the electoral census , President Obiang received all the representatives of the legalized opposition during a preliminary meeting the 9th March, 2016 . This mixed Committee (the power and legalized opposition) will meet shortly to determine officially the date of the elections.
However, further to unofficial information, the date of April 24th, 2016 is already announced, this unilateral decision of the President Obiang, an announcement taken over several media . The President Obiang alluded now to «circumstances compelling to accelerate the elections”, in spite of the final consultation of the mixed Committee and of the Executive Framework of the Constitution.
What circumstances would these be?
As mentioned in our previous analysis , these can be for several reasons, with a date for denominator as closely as possible to the interests of the power regarding the economic and social crisis context. This date could thus be postponed or moved forward to June. The choice to speed up the process to April seems to be done.
Obviously, this will of this speed up is to take by surprise all the oppositions parities, reducing in a drastic way their election campaigns planning while the PDGE is in pre-campaign for a year almost. The recent troubles with the CI party  whom gathered at least a thousand people during its last meeting, doubtless incited the President Obiang to confine very fast the eventual expansion of the opposition and especially the first popular expression in this kind of meeting. This makes more appear a strong opposition citizen claiming than constant legalized parties. This rising claiming could become much more complicated for the power if it lasted during a long term election campaign, it is all the fear of an authoritarian power which is obviously weakening.
The other reason concerns a general pressure on the future elections legality. Since the beginning of the year 2015 the opposition party in exile CORED asserted its ” Statement of Madrid ” , with strict conditions, so that is held free and transparent elections. Otherwise, since the new Ambassador of the United States delivered to President Obiang, credentials letters, this one officially expressed her support in a respectful electoral approach of the law and the democracy. In this will of openness, the Ambassador visited the CDI these last days . These declaration and action are very symbolic, an important message towards President Obiang after these almost 40 years of power.
We thus understand that a rising double pressure, one internal and popular and the other one with the international relations including the partner nations and the opposition parties in exile becoming major. The President Obiang assessment leans essentially on a long list of implemented infrastructures, not enough to shade off a social reality becoming critical today, this quibble cannot defend nor support an election campaign in the long court: the current debate concerns the validity of the democratic process itself.
How to manage these hasty elections?
First of all it will depend on the way the legalized oppositions are going to behave. According to the law on the election campaigns financing, 400 million CFA FRANC are allotted to each party. These election campaigns are going to be reduced in nothing, in any case they will be defined according to the will of the power.
Will the allowed budget be the paid top dollar to calm the claiming? A legitimate question regarding the present context.
As for the oppositions in exile, or the international actor’s requests, needless to say this rising pressure regarding the control for free and transparent elections will have no more chance to succeed, the technical measures cannot be taken in a so short deadline.
If this timetable remains, it still another fundamental question asked several months ago: What will follow on from this election?
President Obiang can consider to remain in power for several years or plan on doing a fast signing towards his son and heir apparent Teodoro Obiang. We don’t have enough information on this matter but we know all is already prepared in any case for this possibility.
